The Records of the Graduate
Board range in date from 1978 to 1992. They were compiled under committee
chairs Dean Michael Hooker 1978-1982, Dean John W. Gryder 1982-1984, Dean
Matthew Crenson 1984-1987, Dean P. Kyle McCarter 1987-1989, and Dean Michael
Beer 1989-1992. <lb/><lb/>Although the records covering the first 16 years of
Graduate Board activity are missing, the years from 1985 to 1988 are thoroughly
covered with varying amounts of information from 1978-1984 and 1989-1992. Thus,
they do provide a good overview of the Graduate Board's areas of activity and
responsibility, namely the processing of all advanced degree candidates and
control over the right of new departments to offer advanced degrees. The
materials generally consist of student records, meeting records and reports,
and the occasional administrative file. Subjects of considerable discussion
include, among others, language requirements, oral examination regulations, and
manuscript quality. The record group is subdivided as follows: <lb/><lb/>Series
		  1: Degree Documentation, 1984-1992 <lb/><lb/>Series 2: Graduate Board Minutes,
1978-1988<lb/><lb/> Series 3: Student and Administrative Records, 1983-1992
<lb/><lb/>Series 1 and 2 are arranged chronologically, while series 3 is
arranged alphabetically. Most of the documents in this record group exist in
bound form, having been removed from their original files and bound by the
		  office of origin.

		  <head>History</head>
<p>The Graduate Board first appeared in February 1962, replacing the
Group Council, which had itself replaced the Board of University Studies during
the 1950-1951 Academic year. The primary purpose of this board was two-fold.
Like the Group Council and earlier Board, it was to oversee the processing of
all M.A. and Ph.D. candidates by determining requirements for M.A. and Ph.D.
degrees (involving, largely, residence and language requirements), accepting or
rejecting candidates for degrees, accepting or rejecting referee reports on
dissertations and essays, overseeing the oral examination process, and
recommending for a degree all those who completed the requirements. But it was
also, for the first time at Hopkins, specifically endowed with the authority to
control the right of "new" departments to offer the Ph.D. within their
programs, thus ending the seemingly ad-hoc and unorganized practices of earlier
years. Departments were required to present proposals to the Graduate Board
which would approve or disapprove the new degree program and then pass their
recommendation to the Academic Council. <lb/><lb/>From the outset the Graduate
Board has included faculty members from the Faculty of Philosophy and the
School of Engineering Science (merging into the School of Arts and Sciences),
the School of Medicine, the School of Hygiene and Public Health, and the School
for Advanced International Studies. Meetings were held in March, May, and
November of each year, until the March meeting was abolished in 1986. </p>
